Managing Director - L. Carey Howard

L. Carey Howard has 20+ years of experience in virtually all facets of commercial aviation operations and management including air carrier and charter operations, quality assurance, aviation safety, flight training, general management, direct sales, marketing, customer relations, leasing, and maintenance services. Howard successfully performed these functions in assorted markets worldwide and is adept at dealing with all levels in planning, organizing and executing large, complex and dynamic operations.


Howard has written/published documents and provided expertise services for both aviation and law enforcement customers. A substantial portion of his work has been adopted for use by worldwide and global organizations.
Before founding The Service Bureau, Howard was employed by Mobil Business Resources Corporation as Director of Safety/Flight Training. Prior to joining Mobil, Howard held key management and development positions at Heliflight Systems, Schiavone Construction Company, Bristow Helicopters Ltd. and the U.S. Army. Howard holds a BS in Professional Aeronautics from Embry-Riddle Aeronautical University and is an associate member of the International Association of Chiefs of Police. He holds an Airline Transport Pilot Certificate from the FAA in USA and the CAA in England.

Director of Marketing - R. Terry Riggle

R. Terry Riggle is a recognized sales leader in the aviation services industry serving the petroleum industry in domestic and international markets.  He has over thirty years of successful sales, marketing, operations and management experience, including twenty years in the marketing of commercial helicopter services.Mr. Riggle has held key management and development positions at a number of prominent national petroleum-related service companies.  Residing in Houston, Texas, he is a board member for the American Association of Drilling Engineers (AADE) and served previously as their Second Vice President of the Houston Chapter during 1992-1998.
